New Castle economic and crime condition?

Hello,
I would like to know more about New Castle current and future economic and crime condition. Several forums indicate that this city is ghost town with minimal jobs and high drug usage. However, most of posts are 3-4 years old. I would like to hear current condition of the city. Also your thought of this city's future. Thank you.
